Scenario
Each ESXi host has two paths to ScaleIO volumes:
- One path to the local SVM (StorageVM)
- One path to remote SVM, for redundancy

Cause
During the boot sequence of an ESXi host, the iSCSI driver rescans all the known iSCSI targets. At this stage, the local SVM is still down, therefore its iSCSI target is down as well.
This causes ESXi to discover only the target of the remote VM and use it as the default path. Since the access to the remote SVM is over the network, and not on the local loopback device, the performance might be impacted.
Resolution
After rebooting the ESXi host, initiate a rescan on the iSCSI initiator.
Once all initiators are discovered, set the path to the local SVM as a default.
