NetWorker (Windows): Upgrading to NetWorker 19.13 fails and rolls back

Symptoms

Upgrading to 19.13 from a previous release fails on a Windows NetWorker server. The installation fails during the authentication (AUTHC) service setup and rolls back:

The %LOCALAPPDATA%\Temp\NetWorker_TIMESTAMP.log reports:

NOTE: The issue outlined in this KB also applies to 19.13 NetWorker Management Console (NMC), and NetWorker Web User Interface (NWUI) servers. 

Cause

NetWorker 19.13 requires Java Development Kit (JDK) 17. The NetWorker server is using Java Runtime Environment (JRE) 1.8, which was used by NetWorker 19.12 and prior.

NetWorker Runtime Environment (NRE) 8.0.x or an Oracle Java Runtime Environment (JRE) 1.8.x build is installed on the host instead of JDK 17.

Resolution

Install NetWorker Runtime Environment (NRE) 17.0.1 (or later) or Oracle licensed JDK 17. NRE is available through: https://www.dell.com/support/product-details/en-us/product/networker/drivers

NOTE: The NRE upgrade to 17.0.x may prompt for a mandatory Windows reboot.

After upgrading to JDK 17 or NRE 17.0.x, attempt the NetWorker 19.13.x upgrade again.

Additional Information

The issue outlined in this KB also appears during new deployments of 19.13 if the JDK 17 requirements are not met.
