Avamar: SharePoint GLR fails with "Client does not have the required plugin for granular restore" message

Symptoms
SharePoint Granular Level Recovery (GLR) may fail with "Client does not have the required plugin for granular restore. Browse and select a Client that has the required plugin. Plugin 3028." error message, 
Cause
The "EMC Avamar for SharePoint GLR" service is not visible in the Services.msc console on the Windows client machine where the GLR operation is performed. This service is required for SharePoint GLR operations.
Resolution
Uninstall SharePoint VSS and GLR plug-in and then re-install. Once that is done, check Services.msc console and confirm that the "EMC Avamar for SharePoint GLR" service is present.
