Symptoms
The Windows "Uninstall or change a program" UI shows that Seqrite Endpoint Security by Quick Heal Technologies was installed.
A short time later, slow backup performance was reported.
Backup performance of an Avamar client was slow despite the dataset having a low change rate and a small proportion of modified files.
During a backup, Windows resource monitor shows that disk I/O consumption is high.

Cause
Investigation of active processes in Task Manager reveals that a third-party process is consuming a large amount of I/O on the system.

Resolution
Disable the virus protection software or configure it to not perform "on-access" scanning of files that the Avamar client reads.
Consult with the third-party software provider if unsure how to achieve this.

Additional Information
A method to demonstrate the impact of the virus protection software on Avamar backup is to temporarily disable it.
After the virus protection has been disabled, run a backup.
In the example shown below, the backup duration reduced by almost 50%.
Some of the improvement may be due to a decrease in change rate in the later backup if it is run soon after the previous backup.
Reenabling the virus protection and monitoring the subsequent backup we would expect a reversion back to a longer backup run-time.
