Symptoms

'copy running startup' command was aborted since the last system power up or supervisor switchover.

Two symptoms are possible. Either:

1) Copying the running config to startup fails at 98%. The following messages are logged to syslog:

%SYSMGR-STANDBY-3-CFGWRITE_REJECT: Discarding request for configuration startup-config sync: configuration action already in progress.
%SYSMGR-3-CFGWRITE_FAILED: Configuration copy failed (error-id 0x401E0000).

2) After a system switchover, the standby supervisor is continuously reset and does not reach 'ha-standby' state. The 'show system reset-reason' command shows the following reset reason for the standby supervisor:

Reason: Reset of standby by active sup due to sysmgr timeout
