Cause
Intel 第 13 代處理器 Raptor Lake （RPL-U15） 具有 15W 的散熱設計功率 （TDP）。Intel 已確認只有在 CPU 功率高於 TDP 功率時，使用率才會達到 100%。一旦 TDP 不高於英特爾建議的級別，利用率就會低於 100%。判斷 CPU 功率何時高於 TDP 功率的唯一方法，是使用第三方公用程式。
