Cause

英特尔第 13 代处理器 Raptor Lake （RPL-U15） 具有 15W 的散热设计功率 （TDP）。英特尔已经确认，仅当 CPU 功率高于 TDP 功率时，利用率才会达到 100%。一旦 TDP 不高于英特尔建议的水平，利用率就会低于 100%。确定 CPU 功率何时高于 TDP 功率的唯一方法是使用第三方实用程序。
