From one of the working server, we confirmed the following information about this missing shared library file's (libcrypto.so.1.1) default location and the associated RPM package:
Let us use PowerEdge Server IDRAC’s virtual media to mount the Red Hat operating system iso image. And boot the server from this virtual optical drive to install the required missing shared library file.
Select the Troubleshooting option from the menu, and then choose the Rescue option.

We noticed the below error events “error while loading shared libraries: libcrypto.so.1.1: Cannot open shared object file: No such file or directory"

Let us create a directory and mount the operating system ISO image inside it. We may now use the Packages folder that we mounted using the Red Hat Operating System ISO image. Using it, we can look for the necessary RPM packages to be installed.
Verify the installation status once the appropriate RPM package has been installed. Once this has been done and verified, we may exit the present environment and restart the system.

You can find an additional article under additional info for guidance on the RPM installation in rescue mode.
