Startup Failure on a Latitude With a 2 Amber and 8 White LED Error Code

Symptoms
An affected Latitude may experience no power-on self-test (POST) with a flash code error. Only a repeated 2 (amber) and then 8 (white) flash code are seen from the battery charge and status LED.
