Internal Keyboard is Intermittently Unresponsive After a Cold Boot or Returning From Hibernate

Symptoms

Note: A cold boot up means that the system is powered off and then powered on to boot up. A warm boot up is when the system is already powered on and rebooted.

When the system does a cold Windows 11 boot-up or returns from S4 hibernate, the internal keyboard may not function intermittently. The touchpad or an external keyboard works fine.

Cause

When resuming from Hibernate or booting up with Windows Fast Startup, the BIOS sends a "keyboard enabled" command through I/O port 6064. This affects the Operating System (OS) initialization, making the EC think the keyboard is disabled.
