AppSync: Unable to open AppSync 4.5 console with ERR_SSL_VERSION_OR_CIPHER_MISMATCH on Japanese Windows Server 2019

Unable to open AppSync 4.5 console with ERR_SSL_VERSION_OR_CIPHER_MISMATCH after AppSync 4.5 is installed on Japanese Windows Server 2019.

AppSync console access to AppSync 4.5 server on Japanese Windows Server 2019 from English Windows Server 2019 via network.
   
Symptom detail:

Install log named "Dell_AppSync_Install_xx_xx_xxxx_xx_xx_xx.log" states IP was not fetched.

As IP is not fetched above ,we see issues while creating certificates and keycloak realm.

Resolution:

Use a supported English version of Windows for AppSync.

Non-English OS versions are not supported per the September 15, 2022 AppSync Support Matrix.
