Cause
Dell Encryption Management Agent（也称为 Client Security Framework）可以管理多种形式的加密软件，其中包括自加密驱动器、BitLocker 和基于软件的全磁盘加密。安装 Encryption Management Agent 以管理其中一个加密应用程序时，Encryption Management Agent 会尝试占用 TPM 的所有权。
Resolution

将 DisableTpmAssistMode 添加到：
HKLM\SOFTWARE\Dell\Dell Data Protection type REG_DWORD 32 bit

值为 1 将此功能变为一，这意味着 TPM 插件不会获取 TPM 的所有权，而是尝试打开 TPM 或提示输入 TPM 密码。
