Latitude 5414 Rugged Notebook: CPU Stuck at 400 MHz

Symptoms

Latitude 5414 Rugged notebook owners have reported that they have found the systems CPU is stuck at 400 MHz, both in BIOS and in the Windows Operating System.

Resolution

Dell engineers have identified that the C-States in the BIOS is throttling the CPU.

Troubleshooting Steps:

  1. Reboot your PC.

  2. Press the F2 key when the system gets to the Dell splash screen to enter into the system BIOS.

  3. Click on Performance and then c-states control

  4. You can Disable C-States and save and exit the BIOS to boot back into the Windows Operating System

Disabling C-states will enable the CPU to run at normal speeds.
