デルのエンジニアは、BIOSのC-StateがCPUをスロットリングしていることを確認しました。
トラブルシューティングの手順:

PCを再起動します。

システムのロゴ画面が表示されたら 、F2キー を押してシステムBIOSに入 ります。

[Performance]をクリックし、[c-state control]をクリックします。
- C-Stateを無効にしてBIOSを保存して終了し、Windowsオペレーティング システムを起動することができます。
Cステートを無効にすると、CPUは通常の速度で動作できるようになります。
