Resolution

Perform the following steps to install the Windows Server 2019 Hyper-V role on the affected PowerEdge servers: 
  1. Install Windows Server 2019
  2. Install the latest servicing stack update from the Microsoft Update Catalog which can be found here
  3. Install the June 2019 Cumulative Update  KB4501371 or newer found here
  4. Restart the server
  5. Install the Hyper-V role

Perform the following steps to recover the operating system when the operating system goes into a recovery state or a blue screen (stop error) occurs:

  1. Power off the PowerEdge server
  2. Power on the PowerEdge server and enter the BIOS by pressing F2 information can be found here
  3. Navigate to Processor Settings and disable Virtualization Technology
  4. Exit the BIOS saving the settings and reboot the PowerEdge server to the operating system
  5. Install the latest servicing stack update from the Microsoft Update Catalog which can be found here
  6. Install the June 2019 Cumulative Update KB4501371 or newer found here
  7. Restart the server and enter the BIOS by pressing F2
  8. Navigate to Processor Settings and enable Virtualization Technology
  9. Exit the BIOS saving the settings and reboot the PowerEdge server to the operating system
