Wireless and Bluetooth connection takes place between the device or a dongle adapter when attached to the personal computer. Without this process taking place, the device will not function properly with the computer.
An easy way to remember which adapter needs which type of pairing is this:
Bluetooth adapters can only be paired within the operating system.
External adapters (USB dongle) depending on their configuration will be paired outside or inside the operating system.

The Dell Bluetooth Keyboard and Mouse must be paired both outside the operating system and then again after the operating system loads. Below are the instructions for connecting the keyboard and mouse outside of the operating system. This works even if you have previously connected the keyboard or mouse and they are no longer paired.
Pairing the Dell Bluetooth Keyboard and Mouse | |

1. | Insert the batteries into the keyboard. The battery bay is located underneath the keyboard. The keyboard requires two AA batteries.

2. | Place the batteries in the mouse. The battery bay is located underneath the mouse. The mouse requires two AA batteries.

3. | Turn on the keyboard and mouse using the power switch that is on the bottom of each device. |
4. | Press the connect button on the bottom of the keyboard. The Bluetooth LED on the top of the keyboard starts to blink.
NOTE: Once you turn the computer on, there is little time to press the connect button on the bottom of the keyboard. Be sure to place the keyboard in discovery mode before turning the computer on.

5. | Turn on the computer by pressing the power button. |
6. | Press the connection button on the USB receiver. When the connection is made, the Bluetooth LED on the keyboard stops blinking and stays steadily on for a few moments, indicating the connection between the keyboard and the computer has been established. The Bluetooth LED on the keyboard then turns off and remains off.

7. | Press the connection button on the bottom of the mouse. The Bluetooth LED on the top of the mouse starts to blink.

8. | Press the connection button on the USB receiver. When the connection is made, the Bluetooth LED on the mouse stops blinking and stays steadily on for a few moments, indicating the connection between the mouse and the computer has been established. The Bluetooth LED on the mouse then turns off and remains off. |
9. | The Dell Bluetooth Keyboard and Mouse are now ready to use. The next time that you restart the computer, the keyboard, and mouse connect automatically.
NOTE: If the keyboard or mouse is not connected the next time that you boot, press a key on the keyboard, or move the mouse a few times to reestablish the connection. If this does not work, follow the steps above to pair the keyboard and mouse outside of Windows.
NOTE: Once the keyboard and mouse are paired outside of Windows, you must pair the keyboard and mouse again once Windows loads. Failure to pair the keyboard and mouse in Windows can cause lock-ups and the keyboard and mouse might not function correctly.

After a computer restart due to a Windows update or for any other reason, the Wireless Bluetooth keyboard and mouse are no longer paired after the Operating System loads, the keyboard and mouse may lock up or will not be available.
You can try the Troubleshooting steps below to try to resolve your issue.
Bluetooth Driver.
If you are having issues connecting your Bluetooth device, update the Bluetooth driver. See the Dell Knowledge Base article Drivers and Downloads FAQs for information about how to download and install drivers.
More troubleshooting steps:
Verify that the batteries are new and properly inserted and that the mouse and keyboard are turned on.
Remove and reinsert the receiver.
If you still experience connection issues, restart your computer.
Press and release the Bluetooth button on the mouse and receiver.
Wait a minimum of 20 seconds.
Press and release the Bluetooth button on the keyboard and receiver.
Check Bluetooth enabled in BIOS (Tap the <F2> key at the Dell logo on start-up.
