ISO upgrade to ESXi 7.0 Update 3 fails if live VIBs are installed

Description
While upgrading hosts from ESXi 6.7.x or ESXi 7.0.x to ESXi 7.0 Update 3 using ISO upgrade method, the upgrade aborts with the following error message:
This program has encountered an error :
Live VIB installation, upgrade or removal may cause subsequent ESXi upgrade to fail when using the ISO Installer.
Please perform the upgrade with an alternative method, such as esxcli or the vSphere Lifecycle Manager

If a live VIB install, upgrade, or remove operation immediately precedes an upgrade to 7.0 Update 3 using installer ISO, the upgrade fails. For more information, see VMware ESXi 7.0 Update 3 Release Notes for specifics. See, VMware KB to more about live VIBs. Use the command esxcli software vib get and look for Live Install Allowed attribute for the specific VIBs that are manually installed on the current version of ESXi. If the attribute value is set to True for any of the manually installed VIBs, you may expect a failure when attempted to upgrade to 7.0 Update 3 using installer ISO.
