Cause

插入可移动设备时，EMS 会查询用户策略的 Shield。Shield 向 EMS 报告它没有任何用户信息。EMS 需要用户的策略和加密密钥才能提示进行设备加密。由于用户被视为非托管用户，因此 EMS 会根据策略设置阻止对设备的所有访问。

Resolution
