Cause

SAC allows to safely install and uninstall apps or binaries which satisfy Microsoft’s app intelligence services, or it is signed by a certificate authority (CA) when Enhanced protection from untrusted apps mode is selected "ON" in Windows "Smart App Control" Settings.

The Wix framework (Microsoft) used to create a MyDell installer, includes a custom action binary. Since the Microsoft Wix framework does not sign the internal binaries, it violates the SAC requirements which are causing the problem with installation or uninstallation.
