Link Up message is observed when the NVMe device slot is powered off and the device is unplugged

Description
The message Link Up is observed in the dmesg log when the NVMe device slot is powered off and the device is unplugged by running the following command:
echo 0 > /sys/bus/pci/slots/<slot number>/power
The expected message is Link Down because the device is unplugged.
Cause
This is due to an issue with the pciehp driver.
Workaround
This issue is a cosmetic issue and can be ignored. The NVMe device is recognized when plugged into the slot.
