Description

Operating system crashes when installing Red Hat Enterprise Linux 8.3 on AMD Rome CPU based systems and with Intel E810 NIC if the system has 256 logical CPUs.

Workaround
Pass nr_cpus=255 kernel command line parameter during and after installation. For more information, see Red Hat Enterprise Linux Knowledge Base article 5597881.
Solution
The issue is resolved in Red Hat Enterprise Linux 8.4
