Description
System may drop into emergency mode during boot process if CPU Power Management is set to Maximum Performance in BIOS. For more information, see Red Hat Enterprise Linux Knowledge Base article 6130261.
Workaround
Pass module_blacklist=acpi_cpufreq to the boot loader.
Solution
The issue is resolved in Red Hat Enterprise Linux 8.5.
