XPS 15 7590 and Precision 5540 OLED Display is Blank if Powered Off and On in Quick Succession

Symptoms
You may find that if you received an OLED (Organic Light Emitting Diode) screen on your XPS 15 7590 or Precision 5540 mobile notebook, that the system can display a black screen after the display is turned off and then quickly turned back on (ie. within 1 minute of turning it off). This typically happens because you powered on the system immediately after the system suffered a forced shutdown.

Cause
This is a hardware limitation of OLED. The OLED panel requires a short time (ie. a few seconds) to consume the residual voltage before restarting.
Resolution
The system is working as designed.
Please leave a couple of seconds pause before powering the system back on after the screen and system has been turned off.
