Proxy Deployment Manager failed to create a recommendation and reported "fault.com.emc.avamar.vmware.vcs.deploymanager.internal_error_fault.summary"

When attempting to review the deployment manager logs, no new ones had been created and catalina.out reports the following exceptions:
  
# grep Permission /usr/local/avamar-tomcat/logs/catalina.out 
java.io.FileNotFoundException: /usr/local/avamar-tomcat/logs/DTLT_Trace.log (Permission denied)
java.io.FileNotFoundException: /usr/local/avamar-tomcat/logs/ACMTrace.log (Permission denied)
java.io.FileNotFoundException: /data01/avamar/var/log/vcs/connectionmanager.log (Permission denied)
java.io.FileNotFoundException: /data01/avamar/var/log/vcs/topologymanager.log (Permission denied)
java.io.FileNotFoundException: /usr/local/avamar/var/flr/server_logs/flr-server.log (Permission denied)
java.io.FileNotFoundException: /data01/avamar/var/log/vcs/snapshotmanager.log (Permission denied)
java.io.FileNotFoundException: /data01/avamar/var/log/vcs/deploymanager.log (Permission denied)
java.io.FileNotFoundException: /usr/local/avamar/var/ebr/server_log/ebr-server.log (Permission denied) 

This means tomcat user cannot write into the logfiles due to permissions issue. 

Cause

No deployment manager logs could be created because the VCS logs files are set with incorrect permissions.
